Three Rivers District Council wants your views on proposed updates to the map-based Traffic Regulation Order.

Every parking restriction in the district requires a Traffic Regulation Order in order for enforcement action to take place. Three Rivers District Council has a map-based Traffic Regulation Order which contains the details of most parking restrictions across the district. The current map-based Traffic Regulation Order which, subjection to consultation, is being updated can be accessed here: Traffic regulation orders | Three Rivers District Council

This update includes three proposed changes which have been explained informally below. To view the formal notices of this proposal, please view the documents accessible from this page.

Change One

"Include within the order, on-street parking places, loading places and waiting, loading and stopping restrictions as shown within the proposed map tiles and amend the Map Tile List."

This is mainly an administrative exercise in which restrictions which are either already covered in other pre-existing Traffic Regulation Orders or exist on the road but are not thought to be covered by a pre-existing Traffic Regulation Order will be added to the map-based Order.

Change Two

"Remove the provision of 50% discount applicable in respect of one-day residents’ visitor’s permits applicable to residents who are over 60 years of age."

The council made a decision at Infrastructure, Housing and Economic Development Committee in January 2023 to remove the referenced discount subject to the Traffic Regulation Order process of which this consultation forms part of.

Change Three

"Remove the availability of annual residents’ visitors permit."

The council made a decision at Infrastructure, Housing and Economic Development Committee in January 2023 to remove the referenced permit type availability. This permit type has been withdrawn from sale since 2024 and the reference to this permit type will be removed from the Order subject to the Traffic Regulation Order process of which this consultation forms part of.

The feedback received during this consultation will be considered when deciding how to proceed with the scheme. The deadline for responses is 29 May 2026.
