Three Rivers District Council wants your views on parking in various locations across the district. Please carefully consider the information provided on this page and in the documents section.

The scheme was initiated due to requests from the public and concerns about road safety and therefore was subsequently added to our work programme for investigation.

The council previously completed a design consultation showing proposed changes at various roads across the district which are listed in full below. The council analysed the responses to the design consultation and determined that all the designs were supported by the majority of respondents.

The percentages of responses which were in support at the previous consultation is summarised here:

  • Eastbury Road, Northwood, 78% support
  • Hazelbury Avenue, Abbots Langley, 85% support
  • High Street, Abbots Langley, 67% support
  • Popes Road, Abbots Langley, 86% support
  • Romily Drive, Carpenters Park, 69% support
  • Shepherds Lane, Mill End, 86% support
  • The Mead, Carpenters Park, 55% support

Thank you if you were able to contribute to our earlier consultations.

We have now published the statutory notices proposing to introduce new parking controls in the aforementioned areas. These proposals have not changed since the last consultation. This is because they were considered generally accepted and it is not considered necessary to increase or reduce the proposals.

If the proposed scheme goes ahead, it is likely to be launched later in 2026.

The general effect of the Order would be to introduce limited waiting parking places and waiting restrictions in:

  • Eastbury Road
  • Hazelbury Avenue
  • Popes Road
  • Romilly Drive
  • Shepherds Lane
  • The Mead
  • High Street, Abbots Langley

It is intended that these measures will:

  • Reduce instances of inappropriate or inconsiderate parking
  • Reduce congestion
  • Improve road safety

Respondents may now indicate their support or objection, with the grounds on which they are made in this formal consultation. Support or objections to this proposal will form a key part of the council’s decision making when considering the progression of this scheme.

Residents and business occupiers residing in the area of review may receive more communications from the council on this scheme. However, we recognise the proposals may also affect people who travel through or use these roads without living locally, and therefore we welcome representations from the wider public.

Please send your response on or before Friday 9 October 2026 to make sure that your views can be considered in any future decision.

What happens next?

All responses received will be reviewed and considered prior to any decision being made on the scheme. At this stage within the Traffic Regulation Order process, it is possible:

  1. to set the objections aside and make the Traffic Regulation Order and implement it without amendment;
  2. to make the TRO and implement it, with minor reductions;
  3. to draw up new proposals and, having obtained the relevant consents, undertake further public consultation before any Traffic Regulation Order is made;
  4. to withdraw the proposals (“do nothing”).

Please note:

  • Only feedback relevant to this scheme will be considered, please contact the council about other transport or parking issues separately.
  • We will record any anonymous responses but may not use the data provided in them towards any decision.
  • One response will be accepted for each address. Where multiple responses are submitted we will combine these in our analysis.
  • Data from this consultation will be collected, held and processed by Three Rivers District Council and may be shared with our parking services partner Hertsmere Borough Council and external consultants. The data will be used to produce a report and to provide feedback to Councillors. Individual respondents will not be identified in the consultation report without permission.
