Three Rivers District Council wants your views on permit parking in and around the Silk Mill Road area in Oxhey Hall.
A petition with 41 signatures was presented to and accepted by the Council on 10 October 2023. The petition requested a consultation on permit parking due to increased parking by non-residents, as well as an extension to double yellow lines on Silk Mill Road at its junction with Eastbury Road. This petition request was added to the 2025-2027 Parking Management Work Programme for investigation.
We would like to know if residents in the area would be in support of introducing a permit parking scheme. The council generally only implements permit parking schemes where there is majority support from residents residing in the proposed area.
Permit parking schemes, are designed to manage parking demand in areas where spaces are limited. Under a scheme, on-street parking is restricted during set days and times, and only vehicles displaying a valid permit (or visitor permit) are allowed to park without time limits. Residents and, in some cases, local businesses can apply for permits, while non-permit holders may be restricted or required to pay to park.
The main benefits of permit parking schemes are that they can reduce parking by non-residents, improve the availability of spaces for local people, and discourage long-stay commuter parking. However, there can also be disadvantages, including the cost of permits, potential displacement of parking into neighbouring streets, and the need for ongoing enforcement. This consultation seeks to understand whether residents feel the benefits would outweigh the drawbacks in this area.
Should proposed parking restrictions be developed, further public consultation will take place prior to implementation.
If there isn’t clear support for changes, or if views are strongly conflicted, the council may not develop this review further.
Only feedback relevant to this scheme will be considered, please contact the council about other transport or parking issues here.
All decisions on proposed parking schemes are taken by the District Council, in consultation with local ward Councillors.
We will record any anonymous responses but may not use the data provided in them towards any decision.
One response will be accepted for each address.
Data from this consultation will be collected and held and processed by Three Rivers District Council and its parking services partner Hertsmere Borough Council and may be shared with TRDC Officers and District Councillors. The data will be used to produce a consultation report and to provide feedback to Councillors. Individual respondents will not be identified in the consultation report without permission.
