One of Three Rivers District Council’s responsibilities is to periodically review the Hackney Carriage and Private Hire Policy 2022 (“the Policy”).
A review is underway, and the council wishes to invite comments on possible suggestions which have arisen because of changes to statutory guidance and guidance from Hertfordshire Climate Change & Sustainability Partnership (HCCSP).
The suggested changes are to form part of an 8-week public consultation with key stakeholders and the local taxi trade to enable officers the ability to consider the implications of the changes or whether other changes/alternatives to the Policy should be considered at the current time.
The Policy is in place to assist officers in carrying out its regulatory duties under the Local Government (Miscellaneous Provisions) Act 1976 and Town and Police Clauses Act 147. The Policy is available to applicants, drivers and operators as well as proprietors to assist them with the application processes and what they can expect from the service. It also contains important information relating to the conditions and requirements of Hackney Carriage and private hire drivers, licenced vehicles and operators. It remains a valuable tool for officers in determining taxi licensing applications and dealing with enforcement related matters.
The key suggested changes include:
Emissions: Must meet or exceed Euro 6 emission standards
Age: Must meet the following:
Use of saloon vehicles as Hackney Carriage vehicles but capped at 3 vehicles
