Three Rivers District Council wants your views on parking in Bedmond Village. The council has received a petition and individual requests for changes to parking restrictions in this area and has subsequently added this to our work programme for investigation.

We would like to know if respondents recognise a parking issue in the area and if they would be in support of changing parking restrictions. The council generally only implements parking restrictions where there is majority support from residents residing in the proposed area.


What is the purpose of parking restrictions?

The main benefits of parking restrictions are that they can reduce obstructive or inconsiderate parking, improve road safety, and increase the availability of spaces for residents, visitors or businesses. However, there can also be disadvantages, including the potential displacement of parking into neighbouring streets, the cost of permits where applicable, and the need for ongoing enforcement. The council aims to increase compliance with parking restrictions through clear, well-designed, legal and enforced parking controls.


What types of parking restrictions are there?

Restrictions can take several forms including:

  • Double Yellow Lines, which prohibit parking at all times
  • Single Yellow Lines, which prohibit parking during set hours (for example 1pm-2pm)
  • Limited Waiting bays, which allow parking for a set period (for example max stay 1 hour)
  • Permit parking places, which allow parking only for residents and other approved users
  • Shared use bays, which could be a combination of the aforementioned restrictions
  • Verge and footway parking bans

Residents and business occupiers residing in the area of review may receive more communications from the council on this scheme. However, we recognise the proposals may also affect people who travel through or use these roads without living locally, and therefore we welcome representations from the wider public.


Please send your response on or before 30 October 2026 to make sure that your views can be considered in any future decision.


What happens next?

All comments received will be reviewed and considered prior to any decision on changes to the current parking arrangements. If there is a desire to change parking restrictions, further consultation will take place on proposals prior to potential implementation. If there isn’t clear support for changes, or if views are strongly conflicted, the council may not be able to develop this review further.

  • We will record any anonymous responses but may not use the data provided in them towards any decision.
  • One response will be accepted for each address. Where multiple responses are submitted we will combine these in our analysis.
  • Data from this consultation will be collected, held and processed by Three Rivers District Council and may be shared with our parking services partner Hertsmere Borough Council and external consultants.
