Notice is HEREBY GIVEN that on 16 June 2026 Three Rivers District (“the council”) has made a Direction (“the Direction”) under Article 4 (1) of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended) (“the Order”).
The Direction relates to development consisting of a change of use of a building and any land in its curtilage from a use falling within Class C3 (dwelling houses) of the Town and Country Planning (Use Classes) Order 1987 (as amended) to a use falling within Class C4 (Houses in Multiple Occupation) of that Order and withdraws permitted development rights for this type of development. The effect of the Direction is that an application will need to be made to the council for the grant of planning permission under Part III of the Town and Country Planning Act 1990 (as amended) before such development can be undertaken. The Direction applies to the entire Three Rivers area.
The Direction and the map defining the area to which it relates can be viewed under the documents tab on this project page.
If confirmed, the Direction comes into force on 17 June 2027, but the council will consider any representations submitted during the public consultation between 3 July 2026 and 16 August 2026 in deciding whether to confirm the Direction.

Any representations concerning the introduction of the Article 4(1) Direction should be sent to the council during the 6 week period of public consultation commencing on 3 July 2026 until 16 August 2026.
